Margaret sat at Frank’s kitchen table and opened the folder.

Inside were printed emails, maintenance invoices, photographs, and several pages from the homeowners’ association records.

Frank looked at her.

“What is all this?”

“Three months of complaints.”

“About Ryan?”

“Mostly.”

Margaret pushed one page toward him.

Residents had reported golf carts being used to block walking lanes, reserve parking spaces, and prevent contractors from reaching certain homes.

Another complaint described a resident being told that a particular section of the community was “not for residents anymore.”

Frank frowned.

“That doesn’t make sense.”

“It didn’t to me either.”

Margaret turned another page.

The complaints were connected by one detail.

Ryan had repeatedly claimed he had authority to control access to a section of the neighborhood.

But the community manager had never issued such an order.

Frank leaned back.

“So this wasn’t about me.”

“No.”

Margaret’s voice softened.

“You just happened to be the person who finally challenged him.”

Frank didn’t feel particularly heroic.

He remembered his wife’s advice.

Don’t confuse being right with being reckless.

“What does the HOA say?”

“They’ve been trying to figure it out.”

Margaret removed another document.

“This is why.”

It was an old maintenance agreement involving the golf carts.

The community owned several vehicles.

But one of them had originally been donated by a former developer.

The paperwork was complicated.

Frank read the page twice.

“Is this Ryan’s cart?”

“No.”

“Then whose?”

Margaret hesitated.

“That’s the strange part.”

She pointed to a name at the bottom.

Frank recognized it.

Walter Mercer.

Ryan’s father.

Walter had been one of the original developers of Willow Creek Estates.

He had died eight years earlier.

Frank remembered him.

Everyone did.

Walter had helped establish the community’s walking trails, garden areas, and transportation program.

But the document Margaret had brought was not a simple ownership certificate.

It was an old operating agreement.

And one clause had apparently been overlooked.

The cart could be used by the community only under certain conditions.

Frank stared at the page.

“Ryan knows about this.”

Margaret nodded.

“That may be why he was so upset when you took the key.”

Frank thought about the way Ryan had looked at the key.

Not angry.

Afraid.

“What does the agreement say?”

Margaret closed the folder.

“That’s what we need to find out.”

At that moment, Frank’s phone rang.

It was the community manager.

She asked him to come to the office immediately.

And she wanted him to bring the key.
