Chapter 3: What the Camera Saw
The footage was clear.
Too clear.
Karen had not wandered into the festival by accident.
She had arrived nearly an hour before the water incident.
The camera showed her walking around the perimeter, studying the signs, watching volunteers, and repeatedly looking toward the equipment area.
Marcus leaned closer to the monitor.
“She was planning this.”
Helen stood beside him.
The footage continued.
Karen approached a volunteer station where several theatrical props were stored. She spoke to a volunteer for less than a minute, pointing toward a display and pretending to ask about the Halloween decorations.
When the volunteer turned away, Karen noticed the hose.
Later, when the crowd became busy, she returned.
She picked it up.
There was no hesitation.
She had already decided what she intended to do.
The most important moment came next.
The camera showed Karen looking toward the family section.
She saw children there.
Then she deliberately moved the hose in the opposite direction, toward the adult section.
Marcus exhaled.
“That matters,” he said.
Helen nodded.
“It proves she knew where the children were.”
The footage continued.
It showed Karen spraying the adults.
It showed Marcus confronting her.
It showed Karen refusing to put down the hose.
But then came something neither of them expected.
After Karen lowered the spray, she walked toward the entrance.
She stopped beside the safety sign.
She took a photograph of it.
Marcus stared at the screen.
“She photographed the rule.”
Helen’s face hardened.
“She knew.”
That changed everything.
Karen’s complaint to the town office had suggested that she had discovered a dangerous situation and acted to protect people.
The footage showed something different.
She had seen the safety rules before she used the hose.
She knew water activities were prohibited.
She had deliberately performed her own “safety test” anyway.
Marcus saved a copy of the footage.
But he did not immediately send it to the town.
Helen stopped him.
“Don’t rush,” she said.
Marcus looked at her.
“Why not?”
“Because if she made one complaint, she may make another. Let her explain herself first.”
That turned out to be good advice.
The following afternoon, Karen posted her version of the story in the neighborhood community group.
She claimed she had been “humiliated for trying to protect families.”
She described Marcus as an organizer who “refused to take safety seriously.”
Some neighbors believed her.
Others did not.
Then Karen announced that she intended to attend the town’s review meeting.
She said she would speak on behalf of “concerned residents.”
Marcus read the announcement twice.
The footage could prove what happened.
But it couldn’t answer the more difficult question.
Why had Karen become so determined to control a community event that wasn’t hers?
The answer began to emerge when Helen remembered something Karen had said months earlier.
Karen had once complained that the neighborhood was “changing too fast.”
And now Marcus wondered whether the Halloween incident had been about water at all.
