Chapter 4: What the Neighbors Had Been Ignoring
Emily arrived that evening.
She was forty-one, practical, direct, and considerably less patient with neighborhood drama than her father.
She walked the property with him.
She photographed the passage.
The cable.
The garden cart.
The appliance.
The decorative planters that narrowed the walkway.
Then she noticed something Frank had overlooked.
A small metal marker near the property line had been almost completely hidden beneath one of Karen’s shrubs.
Emily crouched.
“Dad.”
Frank looked over.
“What?”
She brushed away a few leaves.
The marker was old, but visible.
It identified the boundary of the access passage.
Frank stared at it.
Karen had not merely been using the walkway.
She had gradually pushed objects into it until the usable space had become narrower and narrower.
The cable was simply the latest step.
Emily stood.
“This isn’t about the cord.”
Frank sighed.
“I know.”
“No. I mean it’s literally not about the cord.”
She pointed toward the passage.
“She wants people to accept that this space belongs to her.”
Frank looked toward Karen’s house.
The windows were dark.
The appliance had not been running since the previous afternoon.
Emily continued.
“She keeps getting away with it because everyone handles each incident separately.”
That sentence stayed with Frank.
Everyone had treated the chair as a chair.
The planter as a planter.
The trash bin as a trash bin.
The cable as a cable.
Nobody had looked at the pattern.
The following morning, Frank contacted the HOA.
He did not demand punishment.
He did not insult Karen.
He simply provided photographs and explained what had happened.
The HOA property manager, Susan Blake, agreed to inspect the passage.
Susan had worked with the neighborhood association for eleven years.
She had seen plenty of disputes.
Most were misunderstandings.
Some were personality conflicts.
But when she walked the passage, she measured it.
Then she compared the measurements with the community plan.
The available width was less than it was supposed to be.
The decorative planters had reduced it.
The chair had reduced it.
The cable had reduced it further.
Susan took photographs.
Karen appeared halfway through the inspection.
She was wearing another bright outfit, this one dominated by orange and pink.
“What are you doing?”
Susan remained calm.
“Inspecting the access passage.”
“Why?”
“We received complaints.”
Karen looked at Frank.
Of course.
“This is because of him.”
Frank said nothing.
Susan pointed toward the cable.
“Who owns that?”
Karen folded her arms.
“It was abandoned.”
Frank almost laughed.
He had used it the day before.
Susan looked at him.
“Do you have proof?”
Frank opened his phone.
There were photographs of the cable in his garage from previous projects.
Emily had also found the original purchase record in his email archive.
Susan examined it.
Karen’s expression hardened.
Then she changed tactics.
“Well, he uses my property.”
Susan looked around.
“Which property?”
Karen pointed toward the passage.
“This.”
Susan looked at the plan.
Then at the marker.
Then back at Karen.
“This passage is designated for access.”
Karen’s face became still.
Frank recognized the expression.
It was not embarrassment.
It was calculation.
Karen was already thinking about what she would do next.
And what she did next was far more serious than an argument over an extension cable.
